通过对有关新医改问题及成效的深入分析，发现看病难、看病贵的根本原因是绩效考核方式不科学，没有将人民健康水平的提高幅度纳入有关人员的绩效考核范围。建议牵住破解医改难题之“牛鼻子” ——按人民健康水平付费，以基层医疗卫生机构付费方式改革为突破口，深化医院绩效考核制度改革，从而逐步破解医改难题。

英文摘要:

The in-depth analysis on the new medical reform issues and outcomes found that the primary reason of the problem of difficult-to-get and expensive medical service is that the method of performance assessment was unscientific, that is, the improvement of people’s health status was not included into the scope of performance assessment. It is suggested that the core and hardest one of the medical reform difficulties should be resolved with the focus on the payment method reform of the community-level medical health institutions to adopt a new payment method based on people’s health status, and deepening the reform of hospital performance assessment system.
